AAP Consulting is a boutique advisory firm operating at the intersection of policy, regulation, and investment. Registered in both the United States and the European Union, we bring cross-jurisdictional fluency to a deliberately focused set of domains: trade, climate action, energy, and critical raw materials.

Our work spans the full project cycle. We help clients identify and secure opportunities under international procurement and grant programmes, advise on the policy and regulatory frameworks shaping their operating environment, and manage complex technical assignments through to delivery. That range is by design—the most consequential challenges in our areas of work rarely sit neatly within a single phase of a project or a single regulatory framework.

With over 20 years of experience, our team has worked alongside governments, development agencies, and international organisations, including the European Commission, the United Nations, and the World Trade Organization, as well as private clients and industry actors navigating an increasingly demanding regulatory landscape. Our lean structure allows us to engage directly and substantively, without the overhead that dilutes expertise in larger organisations.

Leadership
AAP Consulting is led by Alvaro Antoni, Founder and CEO. He advises public and private-sector clients on critical raw materials, industrial policy, international cooperation, and strategic project development, with a particular focus on EU and Latin American partnerships, donor-funded advisory work, and implementation-oriented policy support.

Mr Antoni has over 20 years of professional experience spanning Asia, Europe, North America, and Latin America and the Caribbean. He has led six international cooperation and development projects funded by the European Union and Germany's Federal Ministry for Economic Cooperation and Development, covering critical raw materials value chains, climate policy, trade and environment, and economic diversification. His institutional experience includes work with the European Commission, the World Trade Organization, the United Nations International Fund for Agricultural Development, and the Deutsche Gesellschaft für Internationale Zusammenarbeit.

His background is in law, with degrees from New York University, the National University of Singapore, and Andrés Bello Catholic University, and he is qualified to practise in both civil and common law jurisdictions.

AAP operates through a founder-led model that combines strategic direction in-house with a trusted network of collaborating experts, assembled according to the thematic, technical, and geographic requirements of each engagement.

The gap between ambition and workable outcomes, however, is rarely closed by policy design alone. It requires sustained technical depth, cross-jurisdictional fluency, and the ability to translate regulatory intent into structures that actually function. That is where AAP Consulting directs its expertise.
What we do
AAP Consulting's work spans three interconnected areas: identifying and securing opportunities under international procurement and grant programmes, providing strategic and regulatory advisory to institutional and private clients, and managing complex technical assignments through to delivery.

Our institutional focus centres on programmes supported by the European Commission, including DG CLIMA, DG GROW, DG INTPA, and FPI. For private clients and industry actors, we provide targeted advice on the policy and financing frameworks shaping their sectors, including the Critical Raw Materials Act and the Global Gateway strategy.
The three service areas are mutually reinforcing. Experience in project delivery informs the quality of our advisory work; familiarity with regulatory frameworks sharpens the proposals we help clients prepare. That integration is what allows us to provide support that is both technically grounded and practically useful.
